On June 1, 2020, DataSense, in a joint research effort with BRAC and Development Synergy, hosted a digital press conference to present a crucial study on the socio-economic impact of the COVID-19 pandemic on Bangladesh. The event, titled “COVID-19 and the National Budget 2020-2021: Rethinking Strategy for BoP Population,” provided key insights and policy recommendations to address the crisis’s disproportionate effect on low-income populations.

Key Research Findings & Panel Insights

The research revealed that approximately 102.2 million people in Bangladesh were at risk, with 74% of families experiencing a drop in income. The study highlighted that the crisis created a new economic, social, and digital divide, with over 53 million people living in chronic poverty and millions more at high economic and health risk.

The findings were presented by Dr. Ananya Raihan, CEO of iSocial, and the event featured a panel of distinguished speakers, including Dr. Atiur Rahman (former Governor of Bangladesh Bank), Dr. Nazneen Ahmed (BIDS), and Dr. Imran Matin (BIGD). The discussions underscored the urgency of creating a “survival budget” that prioritizes people’s lives and health. Speakers emphasized the need to improve the health sector, provide targeted aid, and ensure digital access for all.

Policy Proposals for a Resilient Future

Based on the research, several key proposals were put forward for the national budget, including:

  • Cash assistance for families who lost income-earners due to the pandemic.
  • The launch of a universal social security scheme for the newly poor.
  • A dedicated Digital Ministry to provide accessible internet and services to all citizens.
  • Special programs to support over 1.4 million returning migrant workers.

The event concluded with a call for comprehensive, coordinated action between government and non-governmental bodies to ensure an empathetic and strategic approach to national policy, balancing economic growth with social protection.
